Certificates of Competency for the Nominees to be Chiefs of Mission

In accordance with Section 304 of the Foreign Service Act of 1980, Certificates of Competency must be presented to the Senate Foreign Relations Committee for presidential nominees to be Chief of Mission that demonstrate the competence of [a] nominee to perform the duties of the position in which he or she is to serve. Authorities Act, Fiscal Year 2017, Certificates of Competency are posted to this site within seven days of transmittal to the Senate.

The Department’s 2021 Federal Employee Viewpoint Survey (FEVS) was conducted between November 2 and December 10, 2021.  The response rate was 36 percent, 14 percentage lower than the 2020 response rate of 50 percent. Click on the link below for the survey results.

Our mission is to recruit, retain, sustain, and empower a diverse, talented workforce to carry out the Department’s foreign policy goals and priorities. The Department has three distinct personnel systems: Civil Service (CS), Foreign Service (FS), and Locally Employed Staff (LE Staff).
