National Program Officer for Development Cooperation in the fields of Democracy/Human Rights and peaceful inclusive societies The Swedish Embassy in Addis Ababa is responsible for Sweden’s relations with Ethiopia, Djibouti, IGAD and the African Union (AU). Moreover, the Embassy manages both the Swedish bilateral development cooperation program with Ethiopia and the regional development cooperation program in Africa.
Sweden’s work in development co-operation in Ethiopia
In Ethiopia, Sweden is considered to belong to the middle group of development partners with about 30 million US dollar/ year for its development cooperation programme. The current strategy gives priority in the areas of 1) democracy, human rights, gender equality, 2) environment, climate change and biodiversity, 3) inclusive economic development incl. access to finance and social protection, 4) inclusive peaceful societies incl. peacebuilding and reconciliation. Poor peoples’ voice and institutional development are important, and a right based approach is integrated in all programmes i.e., the principles of participation, non-discrimination, accountability, and the rule of law. We support normative dialogue, policy development and improved service delivery. Context specific approaches are applied.
In addition, funding from our global and regional programmes incl. humanitarian support reach Ethiopia and we seek synergies with those funding streams and programmes.
RESPONSIBILITIES/JOB DESCRIPTION
Main Duties
Under the direct supervision of the Head of Development Cooperation, you will be;
- responsible for the development and implementation of the specific portfolio on human rights, social accountability, peace and reconciliation, justice and democratisation, establish and maintain constructive professional relations with operational partners.
- management of projects and programmes according to project cycle management (PCM) and result-based management principles as well as carry out annual reviews and field visits
- responsible for the financial follow up and quality assurance with support from the Quality Assurance team
- Assist in institutional development issues of partners and promote learning processes.
- Provide support for administrative tasks as required.
- Work actively in the relevant thematic group/s and always seek ways of working and leading teams.
- Provide any other support as requested by the Head of Section and/or the Ambassador
QUALIFICATIONS AND WORK EXPERIENCES
Required qualifications:
- Master’s degree related to the position, such as law, political science, democratic governance, peace, and reconciliation or have acquired such knowledge through work in development cooperation for the UN, development agencies, INGOs or NGOs.
- Fluency in English (both oral and written).
- Extensive experience of working with computer programs, applications, and systems.
Required work experience:
- Minimum of two years relevant working experience in the field of international development preferably with a diplomatic mission and/or CSOs, UN or the Worldbank
Skills
- analytical and creative abilities and can analyse and understand the landscape of development partners as well as opportunities and challenges to development in areas of democratisation, human right and peacebuilding in Ethiopia.
- knowledge about program management and grant making as well as dialogue with partners, preferably from a Swedish development perspective, agency/organisation.
- political sensitivity and an excellent understanding of the social, economic, and political situation in Ethiopia and good understanding of the national development policy agenda such as the ones formulated by The Government of Ethiopia, the UN, WB, and other comparable global and regional bodies.
- knowledge and practical experiences in policy and programmatic work (strategic and operational) of democratic governance, human right, and peacebuilding.
- Experience in local governance and peacebuilding programming is a strong comparative advantage.
- Experience of Sida’s processes and systems, strong capacity in administrative systems and experience of the civil servant role are strong comparative advantages.
- high individual autonomy and a high sense of personal responsibility, including creativity and innovative capacity and willingness to learn and to embrace change.
- good ability to establish confidence among partners that the embassy support and colleagues, including an excellent ability to network and to work in a team.
- proven leadership skills in terms of policy dialogue and programme implementation / oversight.
- excellent knowledge of English, both written and spoken, with a particular talent in exact and correct writing.
- good computer skills including good practical experience with the MS Office Software Suite (Word, Excel, PowerPoint), Microsoft Outlook, Internet Explorer or any other browsers commonly used.
